Bait Station Bandits
At the end of the Commercial Blvd. pier, the brown pelicans love the easy pickings from an unsuspecting or otherwise engaged fisherman. They can pluck a bait fish before you can bat an eye - then they fly to the top of the pavilion where they rest until their next opportunity.
